The Border Management Information for Carriers on Collection & Remittance

Introduction

Further to KCAA AIC 07/25 of 22nd May 2025, which requires all carriers and general aviation operators to transmit the mandated API/PNR data via SITA, and in line with AIC 14/25 (replacing AIC 04/25), the following guidance sets out the compliance actions required of all carriers.

Tariff Structure & Applicability

Tariff Amount

USD 4.95 per eligible passenger and travel segment, applying to international arrivals, departures, and transits, excluding all applicable taxes.

Exemptions

On-duty carrier crew members

Display and effective use

The charge must be configured to show as a separate line item using the W4 Tariff Code.

SITA Technical Integration

1 Onboarded Carriers: Carriers that have already submitted the SITA API/PNR Service Indication Form (SIF) and initiated certification need only to complete and submit the Payment Undertaking (PU) to enable settlement Payment Undertaking (PU) Form
2 Other Carriers: Carriers that have not yet engaged SITA on API/PNR transmission must submit both of the following to begin provisioning, connectivity tests, and certification, and to enable settlement. SIF FORM Payment Undertaking (PU) Form
3 Each carrier must provide complete and up-to-date information in the PU, including the full company name, registered address, tax number in the relevant country and the name and email address of it authorised signatory.

5 Upon receipt, SITA will issue the Payment Undertaking via DocuSign for execution by the authorised signatory. All carriers are required to sign the PU through this process.

IATA Ticketing & Pricing Configuration

Code and Display

Configure the IATA Tariff Code so the fee auto-calculates at point of sale and prints as a separate line item on ticket and electronic records. The rule applies to tickets issued on or after the effective date and for travel on or after the same date.

Applicability Rules

Apply USD 4.95 per passenger on international departures, arrivals, and transits across all Kenyan airports. Mark the fee as interlineable for multi-carrier itineraries.

Mirror fare conditions unless otherwise specified

Revenue Accounting, Reconciliation, & Remittance (via SITA)

Responsible Party

Although collected by the issuing carrier at sale, the lifting (operating) carrier is responsible for remittance.

Assessment Basis and Cycle

Amounts are based on the number of transported passengers as at wheels up. For clarity, the Wheels-Up trigger is assumed to capture “go-shows” and “no-shows” as Eligible Travelers, except where exempt (on-duty crew) or where a carrier’s cancellation request for that passenger has been received and confirmed.

Channel and Payee

Remit via the SITA gateway for consolidation and onward settlement to Government.

Compliance, Certification, & Readiness

Carriers must return both the SIF and PU fully completed and signed to SITA to finalise onboarding and settlement enablement.

Dates: Effective collection date is 1st December 2025. Carriers should ensure readiness of their systems in advance of the collection date.

Readiness Checklist

Register operational, commercial, and technical contacts with DIS and SITA.
Submit the Service Indication Form (SIF) and complete SITA certification for PAXLST/PNRGOV and the Payment Undertaking (PU) to enable settlement.
Enable the IATA Tariff Code across pricing, fare filing, ticketing, DCS, refunds, and revenue accounting.
Configure exemptions for on-duty crew.
Validate end-to-end flows from sale to flown to SITA remittance, including reconciliation of eligible passengers and segments.
Update customer-facing disclosures and agent guidance consistent with the mandate.
